in the northeast part of Xingyi, the zone
is 12 km away from the city center,. The
total area of the zone is 107.07 km2 with
a population of about 50000 including a
town. Approved by the CPC Southwest Guizhou
Prefecture Committee and the Prefecture
Government, the economic and technical development
zone was set up in August 1992. It was approved
as a provincial-level zone and renamed as
the present one in September 13, 1995 by
the provincial government. The planned construction
area of the zone is 13 km2 and now the developed
area is 9.2 km2. At present, 158 projects
have been completed including 128 attracted
projects with contracted capital of 1.16
billion yuan and actually available capital
of 560 million yuan.
Transportation
and Tourism
ituated
in the joint part between the provinces of
Guizhou, Yunnan and Guangxi, the zone is 321
km, 312 km and 470 km away from Guiyang, Kunming
and Nanning, the three provincial capitals
respectively. The Naning-Kunming rail line,
324 national highway and 214 provincial highway
meet in the zone. It is only 15 km between
the constructing airport and the zone.
Xingyi
is the only prefecture-level railway station
is Guizhou along the Nanning-Kunming line
within the zone, which becomes the easiest
passage linking southwest China with Guangdong
and Guangxi in the south. Fuzhou in the
east, and Yunnan, Sichuan and Southeast
Asia in the west. There is a national-level
scenic area Malinghe Gorge-Lake Wangfeng
and the famous ”°Guizhou Dinosaur”± Nature
Relics Park in the zone that is only 100-odd
km from the Stone Forest of Yunnan and the
Huangguoshu Waterfalls of Guizhou, Being
an important transfer in the western tourist
route, the zone has an outstanding geographical
advantage and tourism resource.
Post and Telecom
bout 10000 lines of program-controlled
telephone have been opened in the zone. China
Mobile, China Unicorn and China Railway Telecom
can provide their services. Postal business
includes EMS, international special registered
letter, letter, package, etc.
Supply
of Electricity and Water
he coal reserves are about
4 billion tons in the zone along the 50-km
railway. Supply of electricity and water is
satisfactory. At the moment, lines of 220
KV and 100 KV have been connected with the
prefecture grid. Electricity generated from
Tianshengqiao has been transmitted to Guiyang.
200 kv and 500 kv UHV transmission lines to
Guiangzhou have been put into operation. Tianshengqiao-Xingyi-Panxian
transmission line of 220 kv has been completed
and start to transfer power. The rivers of
Dingxiao and Qingshui have large volume of
water and are easy to be used. The nearby
Weishan reservoir and the water plant with
a daily capacity of 20000 tons can fully meet
the needs of water supply for production and
life.
Industrial
Basis and Development

reform in the zone has promoted economic growth.
An industrial system has been formed in building
materials, metallurgy, chemistry, light industry
and food. There are dozens of JV enterprises
and local mainstay enterprises. They are Tenghui
Cement Co. Ltd, Wenzhou Shunda Express Safety
Facility Engineering Co. Southwest Guizhou
Branch Co., Nanxia Cement Plant, Xingyu Cement
Plant, Guilong Building Material Co., Shenxing
Industrial Co., Cigarette Holder Factory,
Phosphorus Factory, New-Typed Decoration Materials,
Electrical Wire and Cable Plant, Anti-Forged
Trade Mark Factory, Feilongyu Co., Dingxiao
Development Co. of the Zone, etc. With their
production level, ownership structure readjustment
and the second-time business establishment,
enterprises in the zone have laid a solid
foundation for the zone to become a powerful
industrial zone in the province.

Facilities and Preferential Policies
he zone is strict with
preferential policies for the western development
strategy. At the same time, more favorable
policies have been made out according to the
actual conditions of the zone. External investment
projects can enjoy preferential policies in
the light of the principle of separate treatment
and special treatment.

Preferential
Policies for Tax and Fee
esides the national preferential
policies, overseas investors or investors
from Hong Kong, Macao and Taiwan can enjoy
returning income tax directly on or after
collection, as soon as their enterprises start
operation. The sole-funded enterprises by
the above-mentioned investors will be exempt
from enterprise income, tax in the first two
profit-making years. The income tax from the
third year to the fifth year will be returned
full by financial department at the same level.
Investment in energy, transportation, water
conservancy, municipal public facilities,
green industry and tourism with an operation
of over 15 years will be exempt from enterprise
income tax in the first two profiting-making
years started from the profitable year. The
enterprise income tax from the third year
to the tenth year will be returned full by
the same level financial department. Projects
for farming development, using non-cultivated
land, will be exempt from agricultural tax
and agricultural specialty tax for 3-5 years
beginning from the year when they secure profit.
In
light of national and provincial standards
for fee collection, the zone will collect
in a rate of 70-80% for a deduction according
to the actual industries.
