The Brief Introduction
he
National-level Economic & Technical Development
Zone of Guiyang (hereinafter the National-level
Development Zone of Guiyang for short) was
established in February, 1993. It has been
approved to be the only National-level Economic
& Technical Development Zone in Guizhou
Province on 13, February, 2000 by the State
Council. The located place of the National-level
Development Zone of Guiyang----Xiaohe has
been approved to be the city administrative
district in March, 2000 by the State council.
So the National-level Development Zone of
Guiyang has advantages both of the National-level
Economic & Technical Development Zone
and the city administrative district. It is
a special economic area with new managerial
structures on the international level and
great developing potentialities.
On
the basis of the principles of the establishment
of the Zone ----regarding industrial projects,
introduction of foreign funds and export for
foreign exchange as the important duty to
develop high technology, the National-level
Development Zone of Guiyang will become a
place with ¡°5-1 combination¡± involving the
development zone (the only national-level
economic & technical development zone
in guizhou Province), the open zone (the forward
position, the head and the window of the reform
and opening to the outside world of Guiyang),
the central zone (the center of Guiyang city),
the ecological zone (ecological and new region
with fresh air and nice environment) and the
demonstration zone (realized modernization
first).
The
National-level Development Zone of Guiyang
has the same right of projects¡¯ examination
and approval and management with the People¡¯s
Government of Guiyang City.
The
National-level Development Zone of guiyang
is the important base of absorbing investment
from transnational corporation, absorbing
large backbone and industrial enterprises
and absorbing high-tech industry.
The
total area of the National-level Development
Zone of Guiyang is 63.13 km. The first stage
of development is 9.55 km, in which the established
region occupies 6.55 km. The industrial region
is in the southeast, the living district in
the north and the ecological, touring &
agricultural region in the west.
Four regions of large parks----the region
of industrial park in the Western Development
of China, the region of foreign-funded industrial
park, the region of high-tech park for large
& small enterprises and the region of
ecological, touring & agricultural park
are being constructed. Projects of some large
industrial parks, such as Hisense industrial
park, the industrial park of aviation and
the mechanical and electrical industrial park,
are being established.
The National-level Development Zone of Guiyang
has solid industrial basis with good abilities
of process, cooperation and match, especially
in the fields of aviation, space, machinery
and electron.
There are 785 enterprises in the Zone, which
large & small enterprises occupy 21 and
foreign-funded enterprises occupy 15.
The Natural Environment
Location
he
National-level Development Zone Guiyang is located
in the center of Guizhou Province and it is
the central region of Guiyang. To the east,
the 4-Degree International Airport----the Airport
of Guiyang is 10 km away. To the north, the
railway station----the Guiyang Railway Station
is 3 km away. The Development Zone is 2 km from
the biggest marshalling yard in southwest China----the
South Railway Station, 5 km from the less-than-carload
freight station----the East Railway Station.
And the carload freight station----the west
Railway Station is quite in the Zone. There
are highways around the Development Zone. Crossing
the Guiyang-Xinzhai freeway, you can get to
Hunan and Guangxi (It needs only 6 hours to
Beihai). Crossing Guiyang-Znyi freeway, you
can arrive in Chongqing and Sichuan. Crossing
Guiyang-Huangguoshu Waterfall freeway, you can
go to Kunming and Yunnan.
Meteorological
phenomena
he
National-level Development Zone of Guiyang is
influenced by the moist and monsoon climate
of the subtropical zone. There is neither intense
heat in summer nor severe cold in winter. The
annual average temperature of the city is 15.3
¡æ. The frost-free period is 270 days. It is
very pleasant.
Geology
he
geology of Guiyang Economic & Technical
Development Zone is in good condition with the
bedrock depth of 5-15 meters. The surface of
the bedrock rises and falls smoothly without
rift zones. According to the stipulation of
the State, the buildings¡¯ degree of anti-seismic
capability is 7D. The engineering geological
circumstance can satisfy common industries.
The endurance of soil for civil constructional
projects must be 70-100 t/m. There is no frozen
soil all the year around. The water table is
3-6 meters deep without erodibility to the concrete.
Infrastructures
dministrative
roads, sewage, water, electric power, telecommunication,
gas and lines for cable television have been
established and the land is very plate in
the first developing region.
The
Standard of Road
here
is perfect transportation system in the Development
Zone. Transport lines link up all parts of the
Development Zone. The public roads connect to
the used land around. According to the approved
document by the plan Bureau of the Development
Zone, consumers can connect the public roads
by applying to the Construction Management Bureau
for installation.
The Standard of
Pipelines for Water
he
waterworks in the Development Zone has a total
daily supply of 150 thousand tons with the drinking
water quality of national standard. Pipelines
for transporting tap water are laid to the roads
near the red lines of used land. Consumers can
apply to the Tap Water Company for connecting
the red lines in used land from the main line
for tap water of near roads according to the
plan roads.
The
Standard of Pipelines for Draining Water:
he
Polluted Water Disposal Factory of Xiaohe in
the Development Zone and the sewage prevention
system of Nanming River have been established.
Pipelines for draining water connect to joint
point of the near pipelines in the red lines
of used land. Consumers can apply to the Construction
Management Bureau for connecting to the plan
neighboring sewage pipelines.
The
Standard of Pipelines for Electric Power:
here
are three substations with the electricity power
of 300 MVA in the Development Zone. The network
for electricity supply covers the developing
region by and large. The South Electricity Supply
Bureau of Guiyang City supplies the 10KV open
& close department with the electricity
power of 10KV. Consumers can apply to the South
electricity Supply Bureau of Guiyang City for
joining into the electricity use and providing
department in the red lines of used land from
the near 10KV open & close department according
to plan roads.
The
Standard of Pipelines for Telecommunication:
here
are 50,000 stored program controlled switching
system with international advanced level in
the Development Zone connecting to the city
through light cable. They can supply customers
with a lot of services, such as domestic and
international call, telegram, fax, radio telecommunication,
videophone and digital transmission. Broadband
network has been joined into the Development
Zone. Pipelines for telecommunication is placed
near the red lines of the used land. Consumers
can apply to the Telecommunication Bureau for
placing pipelines to consumers¡¯ from the pointed
plan mainline.
The
Standard of Pipelines for Gas:
he
pipeline network for gas covers the first developing
9.55 km in the Development Zone. Consumers can
apply to the Gas Company for placing the neighboring
lines to consumers.
The
Standard of Pipelines for Cable Television
he
network for cable television has been established
in the Development Zone. Consumers can apply
to the Investing Service Center for installing
cable television. After the examined and approved
formality is gone through, the professional
firm does the installation. Consumers supply
with the pipeline-hole in the area of red lines.

Zone encourage to develop high technology
