iupanshui city is rich in minerals and is one of the key regions for national land resource development, Known as a coal city south of the yantze River, the city is the largest base of coal industry and a major provincial base for energy and raw materials. Approved by the provincial people’s government, Zhongshan Economic Development Zone, one of the nine provincial development zone. Was set up in order to accelerate the reconstruction and to rejuvenate the economy of the city.

Situated in the central part of the general planning for Liupanshui city, the zone covers an area of 10 km2. The geographical conditions are favorable. It is 1790 m above sea level. The annual average temperature is 16℃ and the rainfall is 1150 mm per year. The spacious and flat zone is an ideal place for investment. The electrified railway of Guiyang-Kunming runs from east to west. Railway lines of Neijiang-Kunming, Shuizheng-Baiguo, Zhuzhou-Liupanshui and Liupanshu Marshalling yard will be connected near the zone. Four Provincial highways of Anshu-Shuichen, Weining-Shuicheng, Shuicheng-Nayong, Shuicheng-Panxian and two mine roads of Shuicheng-Wangjiazhai and Shuicheng- 南 are close to the zone. The zone also provide deep processing with high technology for primary products from large and medium-sized enterprises such as Shuicheng Iron and Steel Co., Shuicheng Mining Administrative Bureau, Shuicheng Cement Plant and Shuicheng Power Plant.

In order to create favorable investment environment for introduction of capital., technology and projects, great efforts have been made to build the zone into a new urban district combined with industry, trade, commerce and real estate. Supply of water, electricity and gas, road and communication have been formed in a fair scale, after eight-year construction of infrastructure facilities. Meanwhile, flexible, special and preferential policies have been adopted for investment promotion. Efficient: one-building” services have been formed in management so that investors can go through all formalities within one office. 469 projects with a total investment of 1.6 billion yuan have been in the zone where there are 26 km road, 10 km gas pipe and 6 km road lamp. The flinancial revenue has reached dozens of million yuan. The registered enterprises are more than two hundred with a registered capital of 200 million yuan. The large-scale municipal works of the people’s Square, the Man-Made Lake, etc. have been finished or are under construction. A new urban district of three square kilometers dependent on Central Zhongshan Road as an axile wire has been in its initial shape. The zone is the extension of the urban reconstruction and becomes a stimulated area in economic development.

At present, the zone has been full of vitality and taken on a new look to make its due contributions to Liupanshui city.
